US, Israel to initial $30b. military aid package

The US and Israel are scheduled to sign a memorandum of understanding on Thursday outlining the $30 billion defense aid package Washington will provide Jerusalem over the next decade.
One wonders the motives and rationale behind selling certain Middle Eastern countries $US 20 Billion in advanced weaponry? Then to proceed to justify this massive weapon sale by assuring Israel that it will receive $US 30 Billion in weapons.
Just enough weapons to really kill each other, but with a bit of luck Israel should be able to survive.
Wouldn't it make more sense to not sell the weapons to the enemy in the first place? Or is greed the only motive behind the lastest arms deal.
